Dear DSAs,

The Office of Research Administration is pleased to share we are in the final stages of preparing to go live with the Employee Compensation System (ECC). We are reaching out to you as your organization has, or had in the past, Contracts and Grants (C&G) awards which required compliance with Uniform Guidance.

Please see below for important updates and items requiring your attention.

ECC is the new system that will replace the Effort Reporting System (ERS) as the system UCLA uses to comply with Uniform Guidance (2 CFR.§200.430 Compensation – personal services) for payroll starting with April 2025 earn end dates. The goal of this new system is to reduce the administrative burden for both faculty and administrative staff while staying in compliance with UG.

As part of the implementation process, we need your assistance to complete the following by the end of day Friday, September 26, 2025, to ensure that access is granted to the correct administrative staff for go-livePlease refer to the attached ECC Department Administrator User Role job aid for the functions associated with this role.

  1. Confirm and update access in DACSS. All fund managers and administrators who should have access to view project statements including detail payroll to assist the PI in review of project statements in ECC require the ER5-Coordinator role in DACSS. Please review the current rights assigned in DACSS and add the ER5-Coordinator role where needed. ORA will grant users with the ER5 – Coordinator role in DACSS access to the ECC system as Department Administrators (DA). Access will be restricted to the departments assigned in DACSS.
  1. Complete the Primary Department Administrator Form to provide the single DA user who will serve as the Primary DA for each Department. In ECC, each department is required to have one primary DA. Without a user assigned to this role, many system functions will not be available. More information regarding the functions assigned to the Primary DA is included in the attached ECC Department Administrator User Role job aid. If we do not receive your primary department administrator by the due date, ORA will select the first user alphabetically from those assigned with the ER5 Coordinator role in DACSS. More information will be shared regarding how to request an update to the Primary DA after Go Live soon.

Important Notes:

PIs and Collaborating Investigators will be granted access automatically based on the Accounts-CC and Funds they are assigned to. DSAs do not need to grant certifiers access in DACSS.

ECC will be the system for payroll compliance for April 1, 2025, earn end dates and onward only. ERS continues to be the system for payroll compliance for all payroll with earn end dates March 31, 2025, and prior. Please do not remove the ER5 Coordinator role from users who need access to ERS.
