Advanced Packet Search Enhancements
We’ve added two new columns in the Advanced Packet Search results grid to improve visibility into the Materially Incomplete/Inaccurate COP flag for direct federal awards:
- COP Materially Incomplete/Inaccurate?: Indicates whether the Home Closeout Packet has been flagged by EFM as materially incomplete and/or inaccurate. The three possible values are:
- Yes: The closeout packet is currently flagged as materially incomplete/inaccurate
- No: The closeout packet was previously flagged but has since been updated to “No”
- Blank: The closeout packet has never been flagged as materially incomplete/inaccurate
- COP Materially Incomplete/Inaccurate Last Comment: Displays the most recent comment entered by EFM explaining why the Home Closeout Packet was flagged as materially incomplete and/or inaccurate.

New Cost Share Flag
The Institution Header now includes a new field: Mandatory/Voluntary Committed Cost Share. This field indicates whether an award has a mandatory or voluntary committed cost share requirement and whether it is subject to ECC Certification. The three possible values are:
- Yes – ECC Certification Required: Award has a mandatory or voluntary committed cost share requirement and is subject to ECC Project Statement Certification.
- Yes – Not Required for ECC: Award has a mandatory or voluntary committed cost share requirement but is not subject to ECC Project Statement Certification.
- No: Award does not have a mandatory or voluntary committed cost share requirement.
